Outlook is Microsoft's email service, used both as a personal inbox and as the mail half of Microsoft 365. Either way, the messages sit on Microsoft's US-governed servers. For correspondence you consider private, or mail covered by GDPR, that's worth a rethink. The European providers below offer encrypted, ad-free inboxes hosted in the EU, mostly from Switzerland and Germany. Most support custom domains, calendars and contacts, and provide migration tools, so moving an existing Outlook setup, personal or company-wide, is a realistic project rather than a fresh start.
